Who gave Umaga a belt?

If you look on the WWE's title history page, you'll be unfortunately greeted with a picture of Umaga hoisting the Intercontinental gold. Unlike the Tag Team division, where I believe there is no talent, the Intercontinental division abounds with great wrestlers which the WWE seems not to know how to use.

The Intercontinental belt has always been one of two things: a springboard for up-and-coming wrestlers to eventually reach Championship gold (Ultimate Warrior, Bret Hart, Shawn Michaels, Stone Cold Steve Austin, The Rock, HHH, Kurt Angle, Chris Benoit, Edge, Randy Orton) or a way for good but not great, usually technical wrestlers to achieve a level of success in the WWE (Razor Ramon, Mr. Perfect, Owen Hart, Ken Shamrock).

The WWE currently has a number of wrestlers (Johnny Nitro, Carlito, Shelton Benjamin, Jeff Hardy) who could be either type of IC champ and it is up to McMahon and associates to make sure they get that chance. My theory is that after Umaga was denied Cena's gold, he was given the Intercontinental belt as a way to appease him. As a result of this, they have negated what this title has historically meant and left loads of good, young talent to just stand around or team with Ric Flair. What a waste, indeed.

Exactly, they need at least one champ who knows his way around the ring somewhat.
